What a signal is

A signal is a short, sourced briefing on one regulatory development. It states what changed, who it affects, when it applies and what a compliance team should do, and it lists the official sources it is based on. Every signal carries key dates, the regulatory frameworks involved, the affected markets and a confidence level: verified, high, medium or low. There are five signal types.

  • Regulatory shift: an announced or upcoming change to a regulation, directive, standard or conformity assessment procedure.
  • Enforcement trend: a pattern in market surveillance, recalls, delistings, penalties or audit activity by an authority.
  • Emerging risk: an early indication that a product category, substance or market will face new regulatory exposure.
  • Competitive intel: a market or industry movement with compliance consequences, described without naming individuals.
  • Market sentiment: how compliance practitioners are responding to a regulatory development, drawn from the community.

How signals are verified

Only official sources are used: legislation databases such as EUR-Lex and the EU Official Journal, regulators and market surveillance authorities, standards bodies and government notices. Blogs, news articles and consulting reports are never cited. Where no official source exists, the signal is labelled practitioner intelligence and given a lower confidence level.

Before publication, each article is broken into individual factual claims. Every claim is checked independently by three AI systems, Anthropic Claude, OpenAI and Perplexity, and cross-referenced against the official source. A claim is marked verified when at least two systems agree and an official source confirms it. Articles with rejected claims, or with more than half of their claims unresolved, are flagged for human editorial review and are not published until resolved. The date of the last verification is shown on every signal.

No individual is ever named or quoted. Statements are attributed to the issuing authority or organisation, for example "the Commission adopted" rather than a named official.

What Certean Signals is not

  • Not legal advice. Signals summarise official sources; the cited legislation is authoritative.
  • Not a general news service. Only developments with product compliance consequences are covered.
  • Not a GRC, ESG reporting or data privacy tool. The scope is product and market access compliance.
  • Not a source of personal information. No individuals are named, quoted or profiled.
  • Not the Certean platform itself. The platform at certean.com is a separate compliance management product.
